History

     The Bangui Water District (BWD) was organized by the Local Government Unit of Bangui, Ilocos Norte under Municipal Resolution No. 7-46-09 which was approved on December 15, 2009. The Resolution states that the Water District shall operate in accordance with the pertinent provisions of Presidential Decree No. 198, otherwise known as the Provincial Water Utilities Act of 1973, as amended. The BWD shall cover the five barangays namely: Masikil, Abaca, Bacsil, San, Lorenzo, and Nagbalagan and shall have all the powers to raise revenues and promulgate rules and regulations to run and manage the water utility. The Condition Certificate of Conformance CCC No. 779 by the Local Water Utilities Administration.

     On December 2015 , the utility project was continued because of the released of P 10 M DPWH Tourism. On February 2017 the utility project was given the Certificate of Completion upon the approval and inspection of the General Manager and LWUA representative.

     Bangui Water District was originally a recipient of P 25 M package 50%loan, 50% grant. However because of political intervention the district was only given (7.8 M.) loan, (10.0M) grant. The water district had already released the 15% mobilization of ( 25.M) original package before the project was temporarily stopped. The (7.8M) was consummated by 15% mobilization, payment for pipes (contractor) and engineering expenses (LWUA).

The BWD was a recipient of grant of P 10 M from the Presidential Commission Development and Strategies Planning in 2013. The fund was course through the (DPWH) under its Water Supply Tourism Project then Local Water Utilities Administration as implementing agency.

       On June 17, 2013 the initial released of (10.0M) grant amounting to 2,919,538 was used for drilling of water source, one in barangay San Lorenzo near Bangui National High School, and barangay Malasin but this not materialized, instead the district bought a lot of 100 sq. m. with existing  dug-well in Brgy. San Lorenzo, Bangui, Ilocos Norte near the Bolo river. The 10 lps (liter per second) production of dug-well were tested by LWUA representative and General Manager.

    On the third week of November 2015, pipe laying was started from water source to 5 barangays namely, San Lorenzo, Abaca, Nagbalagan, Bacsil and Masikil. Unfortunately the fund is not enough to lay pipe in barangay Masikil.

The utility project was given a Certificate of Completion on February 2017 after completion of hydro-testing and inspection initiated by the LWUA representative and General Manager. The utility project consist of 11.9 km. pipeline, dug well, submersible pump , 10 hp. Motor, pump house and discharge line.

On March 15, 2017 the Bangui Water District conducted a public hearing, and on the last week of March, the district started service connections to applicants.

     On June 1, 2017 , the District started its operation with 150 service connections . The District started collecting water bills on June 23, 2017.

      On August 2018 District have service connection of 396. The District is waiting for the release of additional funds for expansion from LWUA amounting to P 13 M before the end of 2018. The beneficiaries are barangay of Lanao , Malasin and Masikil.
